Returns a flat list of all states and provinces across every country. Each entry includes a numeric ID, the countryId it belongs to, an abbreviation label (e.g. "UT"), an ISO 3166-2 code (e.g. "US-UT"), and a full name. Use the countryId field to filter client-side.
